South Korean President Yoon Suk Yeol has indicated that North Korea’s recent revelation of a nuclear facility seems aimed at garnering attention from the U.S. ahead of the presidential election next month. Speaking to the Associated Press, Yoon emphasized his belief that North Korea may engage in significant provocations, such as launching a nuclear test or a long-range missile, as these events draw nearer.
Yoon disclosed his government’s assessment of the situation before departing for a three-nation trip that includes stops in Laos for meetings with Southeast Asian and global leaders. He plans to stress the importance of North Korea’s nuclear disarmament at the upcoming ASEAN-related summits, asserting, “Denuclearization is essential for achieving a free, peaceful, and prosperous Indo-Pacific region.”
“This will send a clear message that the international community will not tolerate North Korea’s reckless actions,” he added.
Recently, concerns about North Korea have escalated. The nation revealed a secret uranium-enrichment facility and has vowed to develop additional nuclear weapons, continuing its series of provocative missile tests. Last week, North Korean leader Kim Jong Un threatened to annihilate South Korea with nuclear weapons if provoked.
Experts believe that North Korea intends to leverage an expanded nuclear arsenal to gain concessions, such as sanctions relief, following the election of a new U.S. president. Analysts consider that Kim may view a possible victory by Republican candidate Donald Trump, who previously engaged in high-stakes negotiations with him, as an opportunity to achieve his goals, while a victory for Democratic candidate Kamala Harris could yield less favorable outcomes.
The September 13 unveiling of the nuclear site demonstrated Kim’s defiance against U.S.-led efforts to curb his advancing nuclear program. Notably, it was the first time North Korea has publicly revealed a facility capable of producing weapons-grade uranium since 2010, when it showcased similar infrastructure to visiting American scientists.
Yoon stated, “North Korea appears to have disclosed its nuclear facility to attract attention from the U.S. and the international community as the U.S. presidential election approached. It is likely that they will carry out further provocations like nuclear tests and ICBM launches in the near future.”
While Yoon did not share specific intelligence on North Korean preparations for these tests, he assured that South Korea is closely monitoring the situation in collaboration with U.S. intelligence resources.
North Korea has conducted six underground nuclear tests since 2006 and has ramped up ICBM launches in recent years. Observers have assessed that while North Korea may not yet possess operational nuclear missiles capable of reaching the U.S. mainland, they likely have missiles capable of striking South Korea and Japan.
Since his inauguration in 2022, Yoon has prioritized strengthening military alliances with the U.S. to tackle North Korea’s evolving nuclear threats. He has also worked toward improving trilateral security partnerships with Japan, which has drawn ire from North Korea, leading to accusations of treachery against Yoon and ignoring his overtures for dialogue.
Concerns linger about the South Korea-U.S. alliance if Trump returns to the White House, given his previous demands for South Korea to significantly increase its financial contribution for U.S. military presence in the country. Experts warn that any renewed negotiations between Trump and Kim could complicate Yoon’s stance on North Korea’s nuclear ambitions.
However, Yoon expressed confidence that the “ironclad” alliance with the U.S. will continue to thrive regardless of the election’s outcome. He highlighted the bipartisan support for the alliance within the U.S., stating, “Numerous leading Democrats and Republicans have publicly affirmed their commitment to our partnership.”
Looking ahead, Yoon also expressed optimism about continuing to strengthen ties with Japan under the leadership of Prime Minister Shigeru Ishiba, who recently took office. Discussions are underway to arrange a meeting between Yoon and Ishiba during the ASEAN summit.
Yoon observed that North Korea’s nuclear threats serve to fuel internal divisions within South Korea, asserting, “The claim that its nuclear development does not target the Republic of Korea because we are one nation has been thoroughly debunked.”
Regarding North Korea’s recent launches of balloons carrying trash toward South Korea, Yoon warned that any actions compromising the safety of South Koreans would not go unaddressed, although he did not detail specific measures being considered.
Before heading to Laos, Yoon will visit the Philippines and Singapore. At the ASEAN summits, he emphasized that a key topic for South Korea would be the establishment of a comprehensive strategic partnership with ASEAN. He intends to advance cooperation in various sectors, including politics, military exchanges.
