Sanguan Chaiphan, 47, Lao Khet Kampoumee, 33, and a teenager whose name was withheld were caught while allegedly unloading the garlic at an undocumented warehouse in Ban Napo Yai district, military rangers said. The elder Thai was charged with smuggling and the Lao with entering the Kingdom illegally.
