Pattaya Mayor Clarifies Future of Water Front Condominium Amid Legal Disputes
Legal Uncertainty Surrounding the Waterfront Project
PATTAYA, Thailand – Mayor Poramet Ngampichet has addressed growing public concerns over the status of the Water Front Condominium at Bali Hai Pier, South Pattaya. The project faces legal challenges after the National Anti-Corruption Commission of the Second Region informed Pattaya City that the land title deed for the building was issued on land that was previously unoccupied, making it potentially invalid.
Land Dispute and Legal Restrictions
The land in question was originally granted a Certificate of Utilization (Nor.Sor.3), derived from Sor.Kor.1, which later led to the issuance of the title deed. However, the Ministry of Interior had declared the area a restricted zone, prohibiting construction on specific lands, including mountainous regions, under Section 9(2) of the Land Code.
As a result, the validity of the land title deed is now under review. Pattaya City must await a decision from the Land Department before taking any further action.
Possible Outcomes and City’s Plan
The mayor outlined two potential scenarios and the corresponding actions Pattaya City will take:

Land Title Deed Revoked
- If the Land Department revokes the title deed and classifies the land as public property, Pattaya City and Banglamung District will move forward with demolishing the building. This will be carried out in accordance with the Ministry of Interior’s regulations under the Public Land Preservation and Protection Act of 2010.

Land Title Deed Upheld
- If the Land Department does not revoke the title deed, the city will evaluate a request for modifications to the building. Any continuation of the project must comply with the Building Control Act of 1979 and other applicable regulations.
Awaiting the Final Decision
Until the Land Department makes a final determination, the fate of the Water Front Condominium remains uncertain. Pattaya City officials remain committed to ensuring legal compliance while addressing public concerns over the controversial project.
